You're probably not going to see a rerelease of GTAIV, since R* is already mumbling about GTAV and it having a 2011 release. As far as the expansions go, you'll see new little tidbits within those, but they won't alter anything from the original game

I'm actually looking forward to the Fallout 3 SuperMega Map pack set. I traded it in (PS3) when I got to the end. Will get the 360 version (just got an elite).

I'll pay for the added content on a disc, not a download. More value to me via trade-ins or selling the content.

Will GTA IV be remastered when the expansion comes out?

no, GTAIV is already current generation, I doubt they’re change anything about the original game, just add some little perks to the expansion. I also doubt they’re have a re-release of GTAIV, since there have already been talks about GTAV coming out in 2011
